双减政策主要是指有效减轻义务教育阶段学生过重的作业负担以及校外的培训负担。为了能够贯彻我们党的十九大以及十九届五中全会的精神，也为了能够提高学校教书育人的水平，能够持续规范校外培训，包括线上培训和线下培训，为了能够有效减轻义务教育阶段学生过重作业负担以及校外培训负担，在2021年的时候，中国共中央办公厅，国务院印发了关于进一步减轻义务教育阶段学生作业负担以及校外培训负担的意见，要求各个地区，各个部门结合实际情况，认真落实贯彻。同年8月份，国务院教育督导委员会办公室印发了专门的通知，要对各省双建公司落实进行每半个月进行通报一次。
要知道，作业是学校教育环节工作之中的一个教育重要的环节，并且是课堂教学的必要补充，每个学生都逃脱不了做作业的这种问题，但是一些学校作业数量过多，质量不高，功能异化，达不到温故之心的效果，也占用了学生正常的休息娱乐时间。长期以来，义务教育学校特别是小学存在这3:30放学的现象。这种政策的初衷是为了给学生减负，但是校内减负，校外增负，导致了现在处于失控的状态。
